To be fished under Torbay Festival Rules, which
allows two (2) rods and line with not more than three (3) hooks
in total attached.
The NFSA has recently
implemented a revised rule in relation to terminal tackle,
effective from 1st January 2007, which has modified this
stipulation and added the option of the use of 2 rods and lines,
each equipped with a Pennel rig. Torbay Fishing
Festival has adopted that rule in line with the modified
National criteria.
NFSA RULE 8. FISHING RULES The following NFSA Festival and
Competition Rules No 11 apply to this Competition and all
competitors must abide by them:-
Rule B2, 3 & S2 - as to tackle
with the exception that not more than two rods
with three single hooks or two pennel mounted baits between the
two rods may be used. Only one pennel mounted bait is allowed on
each rod
and so constructed that the measurement
between the eyes of the two hooks
do not exceed :-
20cm
for boat angling &
10 cm
for shore angling.

It is quite
simply one hook “snelled” onto a trace, by the line passing
freely through its eye. In many cases this top hook can be slid
up and down along that trace, though it can be tied permanently
in position. Often the trace is wound around the hook shank
three or four times to prevent it sliding, but to permit a
degree of adjustment. A second hook is attached below it
securely tied to the tip end of the trace. A single bait is
attached between these two hooks. A Pennel rig holds the bait
securely and gives you a better chance to hook your quarry. It
has been a popular method for many past years. The rule change
legitimises its use on two rods at the same time.
A competitor may
choose to fish 2 rods and lines with not more than 3 hooks and 3
baits in total attached, as in previous years.
Alternatively he or
she may now choose to fish 2 rods and lines each terminating in
a Pennel rig. Effectively you can fish two sets of
rods, lines and terminal tackle, each with 2 hooks, but with
only one single bait on each set of 2 hooks on each Pennel Rig.
From boat the maximum distance between the eyes of the pair of
hooks on each Pennel Rig is permitted to be a maximum of 20 cm.
From shore the distance between the eyes of the pair of Pennel
hooks is reduced to 10 cm, in accordance with NFSA Rules.
A competitor may
legally fish one rod and line terminating in a two hook Pennel
rig with a single bait on it. He or she could then fish a
second rod and line with a single hook and bait attached, to
give a total of 3 hooks, but with only 2 baits attached in
total.
However, a competitor may
NOT fish one rod with a two hook Pennel rig
and a single bait attached to it, together with a second rod
with two separately baited hooks attached to it. We are
advised that to do so
would fall outside the interpretation of the revised NFSA
National Rule.
NB: Away from this
Festival, in which the rules clearly permit a maximum of 2 rods
to be fished as above, anglers must always observe the
requirements of the NFSA Rules for Boat Section and Shore
Section, which provide limits on the number of rods which may be
set up and used. This is different from boat than it is
from shore. We are advised that to fail to observe these provisions could
jeopardise any specimen fish caught.
The rest of this Rule of
Torbay Fishing Festival remains as it is:
That a treble hook counts as one. Foul hooked
fish will not be accepted only fish hooked in the mouth or lip
is acceptable.
The
Competitor must cast the line and land the fish. The competitor
may however, accept assistance in landing the fish, by means of
a net or gaff only, and in taking fish off the hooks.
A competitor
may cast for other competitors who are disabled, and cannot cast
for themselves, provided that application is made in each
individual case to the Committee and so approved.

Entry forms must be completed and fee paid at Festival Entry
Stations or Club before a competitor commences fishing and
must be produced when weighing in.

*3a. |
Fish will be compared against the Torbay Festival Specimen
Weights as printed.
|
|
*3b. |
All
days are from end of weigh-in to end of weigh-in.
i.e. Thursday is from 8pm Wednesday to 8pm Thursday, and all
fish must be weighed on day of capture.
|
|
*3c. |
All
fish must be brought to the scales intact and clean.
|
|
*3d. |
All
fish must be weighed at the official time on Festival scales
only.
|
|
*3e. |
Any
D.E.F.R.A. fish restriction will be upheld during the Festival.
|
|
*3f. |
The
minimum size for all fish for all competitors is set at 50% of
specimen weights list. e.g. Minimum size for wreck conger 25
lbs.
|
|
*3g. |
All
fish must be de-tailed after
weighing-in, except in the interests
of conservation, when a fish may be released alive under the
supervision of Festival weigh-in staff.
|
|
*3h. |
Anglers are responsible for the disposal of their catch after
weighing-in, failure to do so properly could result in
suspension from the Festival.
|
|
*3i. |
The
Committee reserves the right to retain any fish for
identification.
Where there is doubt or dispute regarding the specie of fish, a
sub-Committee consisting of one representative appointed from
each of three of the joint organising clubs shall convene for
the purpose of determining what specie that fish is to be
recorded as for the purposes of Torbay Fishing Festival. Their
decision shall be final in all cases.
Such a decision shall in no way bar, or impinge on the right of
any competitor to submit such a fish for subsequent
consideration by the British Rod Caught Record Fish Committee
through their home club. Even if the BRCRFC should subsequently
determine that a fish is of different specie to that decided by
the Torbay Festival sub-Committee, the decision of the Festival
sub-Committee shall stand for the purposes of determining any
prize category in Torbay Fishing Festival.

4. |
No one fish is eligible to take more than one
Trophy and one Prize with the exception of the Manor Building
Trophy and the Sportsman Trophy.

|
5. |
In the case of the premier cash prizes in the
event of a tie, the cash award is shared.
|
|
6. |
BOUNDARIES
BOATS
There are 3 (three) fishing boundary lines.
i)
From STRAIGHT POINT (INNER) N 50° 36.369’ W 3° 21.713’
which is close inshore, immediately off Straight Point, Exmouth,
an Eastern boundary line running 39.86 nautical miles at
an angle of 125° True or 129° Magnetic to
STRAIGHT POINT (OUTER) N 50° 13.260’ W 2° 30.750’ which is
situated 22.81 nautical miles out to sea off Chesil Beach, just
to the West of Portland Bill. Boat fishing may be had West of
this line.
ii) From BOLT HEAD (INNER) N 50° 12.563’ W 3° 47.312’
which places it very close to shore immediately off Bolt Head,
Salcombe, a Western boundary line running for a distance of
40 nautical miles at an angle of 180° True or 184°
Magnetic to BOLT HEAD (OUTER) N 49° 32.559’ W3° 47.312’.
Boat fishing may be had East of this line.
iii) OUTER LIMIT – A Southern boundary
line running up-Channel from BOLT HEAD (OUTER) N 49° 32.559’
W3° 47.312’ to STRAIGHT POINT (OUTER) N 50° 13.260’ W
2° 30.750’ which traverses 63.95 nautical miles on a
heading of 50° True or 54° Magnetic. Boat fishing may be
had North of this line.
SHORE
STRAIGHT POINT, EXMOUTH,
west to BOLT HEAD, SALCOMBE including the shore line
between the tidal waters of Salcombe Estuary up to Kingsbridge.
The River
Dart is defined as being from a line between the two Castles up
river to the first bridge (Old Stonebridge) at Totnes.
The River Teign is defined as being up river from a line drawn
between the "Lucett" Navigation Light House, (Shaldon) across to
the Car Park Light House (Teignmouth), up river to the Road
Bridge A380 (Passage House Hotel).
The River Exe
up to Turf Public House across to Exton.
Only fish caught within the above Festival boundaries and boats
leaving and returning to port within the boundaries are defined
to be fishing the Torbay Festival.
The honesty
and integrity of all skippers and anglers to adhere to all
Festival rules and boundaries is of great importance.

6a. |
INSHORE
Boat Fishing is 6 miles from the shoreline inside the boundaries
(excluding all wrecks).
Any boat fish
caught outside this area is classified and rated as a wreck
fish.
Any boat that
commences a drift over a wreck is deemed to be wreck fishing for
the duration of that drift and therefore all fish caught on such
a drift are classified and rated as wreck fish.

6b. |
No wreck fishing in rivers or estuaries.
|
|
6c. |
Any competitor, who is found to have been fishing beyond the
Torbay Festival limits on a day when he or she is signed on for
the event, shall be liable to have all fish caught on the
relevant day disqualified. The Committee shall also have the
power, to ban such a person, together with any other person who
aids, assists, counsels or procures it, when the circumstances
justify the most severe action. The decision of the Committee
shall be final and binding on all parties in such matters.
If a competitor who has signed-on decides to fish outside the
area, then that should be acceptable, but only if the Committee
has previously been formally notified of that intention and
prior arrangements have been made that he or she will not
weigh-in fish caught during the relevant day.
Such a competitor must formally inform a member of the Festival
Committee of his or her intention to exercise this opt out
option before doing so, either in person, or by telephone, or in
writing. Names and contact details of Committee members are
detailed in the Festival handbook.

*6d.
|
We
draw the attention of all competitors to rules 6d, 6e, and 6f,
which have now been clarified. Torbay Harbour Master has
clarified fishing with light tackle into Torbay Harbours during
the 2007 Event – following a recent change in local Harbour
Policy, which forbids fishing into any of the Harbours in Torbay
throughout the remainder of the year.
Torquay Harbour
– Competitors may fish into the Harbour during the Festival.
They will not be permitted to fish from the decked area on
Princess Pier (enclosed Harbour side only) which extends for an
approximate length of 200 metres; or from any pontoons, steps,
or slipways within the harbour. They will not be permitted to
cast feathers or other heavily weighted fishing tackle.
Competitors are kindly reminded to exercise due care when
fishing and respect must be given to passing vessels and other
members of the public using the Harbour.
Paignton Harbour - Competitors may fish into the
Harbour during the Festival. They will not be permitted to fish
from any pontoons, steps, or slipways within the harbour. They
will not be permitted to cast feathers or other heavily weighted
fishing tackle. Competitors are kindly reminded to exercise due
care when fishing and respect must be given to passing vessels
and other members of the public using the Harbour.
Brixham Harbour – Competitors are not allowed to
fish within any part of the enclosed Harbour.

6e. |
SHORE:
The Festival definition of shore is any firm ground that does
not rise and fall with the tide. Floating structures are
classified as inshore boat. Please note Rules 5e and 5f.

6f. |
Fishing is not permitted from clearly marked "NO
FISHING" areas. Any fish caught there will be disqualified.
|
|
6g. |
Teignmouth Docks, Shaldon Bridge, Brixham Fish Quay, and Oil
Jetty are out of bounds. All Marina Pontoons and Harbour
Authority Pontoons within the defined Festival fishing limits
are also out of bounds, though it is permissible to fish from a
boat moored alongside such pontoons, provided that no fishing
takes place from the surface of such pontoons. Any fish caught
in these places will be disqualified and may lead to a ban on
those persons involved.

6h. |
Commercial Participation:
Torbay Borough Sea Angling Festival is a “Sport Not Profit”
event for the Recreational Sea Angler. It is affiliated to the
National Federation of Sea Anglers whose Rule 2.5 defines an
“Angler”. Rule 2.6 defines a “Fisherman” - A person who is
licensed to sell his catch.
No person who has signed-on to compete in Torbay Sea Angling
Festival shall sell any fish caught during the event, either
personally or via any 3rd party acting on his or her
behalf. Neither, shall they dispose of any fish caught during
the event, personally, or via a 3rd party for their
own benefit, whether for money or money’s worth. (e.g. “Fishing
for the Boat”).
Any person held to contravene this rule may have such fish
disqualified. The Committee shall also have the power, to ban
such a person where the circumstances justify the most severe
action, together with any other person who aids, abets,
counsels, or procures such conduct. The decision of the
Committee shall be final and binding on all parties in such
matters.

*7. |
The
perpetual Trophies will be held by the winner for a period under
a signed guarantee for their proper keeping and safe return not
later than July 1st in the year following its presentation.
The holder of any Trophy who fails or
otherwise neglects to return it promptly by 14th July
shall be liable to a penalty of £20, and/or be banned from
retaining Torbay Festival Trophies in future. No Trophy is
to move more than a 50 mile radius from Paignton.
Where any Trophy is to be retained in the custody of a 3rd
party within the 50 mile radius, in addition to the winner
signing for its safe keeping, that 3rd party must
also sign an undertaking of responsibility, which guarantees its
safe custody while in their possession. In any case such
arrangements will only be permitted when the winner has advised
the Festival Committee of such proposed arrangements prior to
presentation of the Trophy and the arrangement has been agreed.
The custodian of any Trophy who fails or otherwise neglects to
return it promptly by 1st July shall also be liable to a penalty
of £20, and/or be banned from retaining Torbay Festival Trophies
in future.

8. |
A Visitor is a person whose permanent address is
outside a 50 mile radius of Torbay.
|
|
9. |
A Junior is a person under 16 years of age at the
commencement of the Festival.
|
|
10. |
The Committee reserves the right to refuse any
entry.
|
|
11. |
Any complaint must be in writing accompanied by
£5.00 to be returned if complaint is upheld.
Any complaint
must be received at the latest within 48 hours after the
official release of the provisional winners list.
|
|
12. |
Any competitor who is found using or carrying gill nets at any
time during the nine days of the Festival will immediately be
disqualified and banned from the Festival for a period of time
of at least 3 years to be determined by the organising
Committee.
|
|
13. |
Any person who is, or has been banned from a Club or
Competition, or is found to be cheating in the Torbay Festival
will be banned for a period of time of at least 3 years to be
determined by the organising Committee.
|
|
14. |
Any competitor or guest whose conduct is in any
way discreditable and which may consequently bring the
reputation of the Borough of Torbay Sea Angling Festival into
disrepute shall at the discretion of the organising Committee be
banned for a period of time from competing in the event and/or
from attending any social functions organised by the
Association.
The decision
of the Committee shall be final and binding on all parties in
such matters.

15. |
All anglers fish the Festival at their own risk.
They should be insured for third party public liability for
loss, damage or injury whilst engaged in all angling activities
including those on behalf of the Torbay Festival.
The Torbay Festival is not responsible for any insurance claims.
|
|
*16. |
Any
matter not covered in the foregoing conditions shall be dealt
with by the Committee whose decision is final.
